I am not a tax consultant in Mexico and my knowledge is poor on this topic, however having to submit JE's via xml is not compatible with the full SAT new requirements, SAT is requesting to send the XML "catalogo de cuentas" and "balanza" at latest March 3th. if JE is depending of "catalogo de cuentas" then there is no consistency.

.In our case we haven't sumbit anything to SAT yet, I don't even think that SAT portal is ready to receive files via xml yet.
Off course you need to review this carefully with your finace users and mexican tax consultants
