Add-on does not have a license error when starting add-on in cloud

Hello,

We have a cloud environment where we have 2 service units. One on 9.1 PL 09 and another on 9.2 PL 02. Extensions installed in 9.2 service units are giving above mentioned error when starting. All extensions, including SBO Script is giving the same error. Also, all extensions are working on the 9.1.

Is there some change in licensing or some other problem with 9.2 which is preventing the extensions from starting.
