Since ME 6.1 you can create Service Extensions. There is a possibility to create a service extension on updateRouter method. So, it is possible to create an MII transaction, which will check the needed condition and send an e-mail. Perhaps, it can work for your requirement.
In ME 6.0 you'll probably need to write some custom code.
