Probably my information is not relevant to your case. But, I think it would be a helpful information for others. So, I put it here.
We have three NetWeaver AS Java 7.4 SP 11 or 12 (EP, PO, BPM) servers and they contain SAPUI5 library as well. At the moment, it only got v1.28 and we couldn't find v1.3x for 7.4. After asked SAP, below is the answer from them.
