Ok...
your problem seems to be your serverside cache ("~<ID>~" is part of your url).
so please try some backend Reports to resolve that issue:
/UI5/RESET_CACHEBUSTER / /UI5/UPDATE_CACHEBUSTER
or in case of an S/4Hana instance u might use:
/UI5/APP_INDEX_CALCULATE
Is this a "clean" installation or an upgrade?
