HCM_COMMON is already active. After debugging, I found variable path in Method - IF_HTTP_EXTENSION~HANDLE_REQUEST of class /UI5/CL_UI5_APP_HTTP_HANDLER2 has some token vaule with url:

path = /~ACB71C2E72F6B9D79D44557C50608194~C/sap/hcm_emp_lookup/~80A8BF6A4A279AA633B9/hcm_common/sap/hcm/lib/common/library-preload.json

I changed the value of path to /sap/hcm_common/sap/hcm/lib/common/library-preload.json in debug mode and it works fine.

Is there any SAP note to fix this issue or I have to implement SAP enhancement.
