IT 2013 time constraint class picked in alway 00

hi guys

I am facing an same issue.

Time constraint classes for absence quotas are defined correctly in table V_T556A and all of them is unique .

Yet when i create 2013 entries for the absence quotas the time collision picked up for any absence quota is TC 0.

I think there is a bug and 2013 records do not looks up the TC .

Anybody face the issue and know how to resolve this
