To confirm on anything you need to provide the follwoing
1 ) The full link you are accessing
2 ) Check the webdispatcher profile using
sapwebdisp -check
Believe there should be no new line , secondly dont know why you are using wdisp/system_conflict_resolution = 2 [ It should be one as u are only controlling using URL prefixes and the order if important as you are using a / for the first ] and last you have not configured for the link "/favicon.ico"in either filters .
