I would recommend downloading the latest available patch to the SDK.  I believe that is SP07 PL01 if you have not already from Software Downloads | SAP Support Portal

Looking at

it says

The deployment target setting specifies the lowest operating system version that your app can run on.

So perhaps this setting should be left at 7.0.
