For the Process Tax Authority Mappings Only option in downstream systems (QAS and PRD), is opening the system for customizing changes the only way to make this work? In non-DEV systems the Productive Run options are greyed out (which accords with the documentation), but even the authority mappings only option doesn't work unless Productive Run is selected. This isn't making any changes to the SAP system, only to the BSI system, so why should it require the system to be open to changes?
