A good rule for WebI, being a Analysis tool is 500,000 Rows from the database. As stated by other, the tool is designed as an analysis tool and NOT as a Data extractor &/or Data Exploration tool.
I can't see how the users can analysis data records greater than 500,000 anyway. Even trying you analysis 250,000 is a challenge. Also many people misuse tool and create 25+ Tabs within WebI.
You need to keep things simple for your users otherwise the tool will NOT be used.
