As per the above note, for using the generic key, the source system should have a digitally singed license.
The source system has already installed a new, digitally signed SAP license. You can check this by calling transaction SLICENSE: The licens is only displayed when you click on the 'New Licenses' button.
Did you check for a valid digitally signed license before taking export ?
