I have debugged this error many times. And the most common cause is the 1 described in note 1247578. The likelihood is that it is the problem in your case too. If the value in EKES-DABMG is > 0, then you will get error VL111. The report from note 1247578 will change this back to 0 and then you should be able to delete the delivery. The report gives a test option as well.
