I just tested it in one of my systems and I got as well the message "Purchase requisition xxxxxx cannot be released".
But this was not a hard stop to me, I clicked the okay button and then I can see the requisition in display mode
With transaction OMGQCK you can do a consistency check on your release strategy customizing. If there is something with a red traffic light, then drill down to the end to see the reasons.
