That is strange. There are consistency checks that should block the status change when the system was not able to generate the follow-on documents...
Are you using SMCR or a copied transaction type?
If you are using a copied one: did you use the copying report (tx AI_CRM_CPY_PTYPE_WEB) to create it?
I did notice a shortcoming in that report if you are on SP10 or higher, maybe that can explain this:
In IMG activity "Make Settings for Change Transaction Types", in "Define Execution Time of Actions", these entries are not copied.
Can you also check in "Assign Consistency Checks" if for status E0015 Being Implemented, the consistency check "FOLLOW_ON_GEN_OK" is present?
Also, in your Request for Change ticket itself, in your Scope block, what is the status of the change document that you are trying to create? Is it still "to be approved" or "approved"? It might be that the "approved" status was never set because of your missing IBase before. Try creating a new Request for Change and see if it works on that one?
