Catalogs need to be enabled in IMG - MM - Purchasing - Environment - Web services to see the button in ME21N.

In SHD0, record ME21N and skip all screens till you see the 'catalog' button. There, make it 'invisible' as shown in the sceenshot. Hope this helps.
