as said, fist make sure the customizing for the product proposal is correct. If this is the case I'd have a look at the GenIL classes for debugging:
- CL_CRM_ISU_IL_PRP
- CL_CRM_ISU_IL_PRP_UTIL
Furthermore, check the enhancement spot CRM_ISU_PRODUCT_PROPOSAL
