It is not the OS that counts. It is the compile option chosen. E.g.; 32 bit compile requires 32 bit runtime, no matter if the client OS is 32 or 64 bit.
64 bit compile requires 64 bit runtime. 644 bit runtime will not install on 32 bit OS.
Any CPU compile. On 64 bit OS, by default the app will require 64 bit OS. On 32 bit OS, install 32 bit runtime.
It is up to you to decide if you want your app to run as both 32 and 64 bit. What's the compelling reason for this? And yes, you will have to determine the bitness of the OS in order to install the correct runtime.
