How to create notification workitem without creating the Workflow Template

Hello All,

I want to trigger notification workitem from custom program into SAP Inbox of all users with  description  "Profit centernot maintained for combination: Div &1, AcDetCA &2, AcDetContract &3" where variable &1, &2, &3 getting passed from trigger point.

I know that we can develop given requirement through new workflow template.

Can we implement given requirement without creating new workflow template?
